The short answer: across the UAE, a visa-free free zone licence starts at AED 5,760 (roughly USD 1,570), while the floor inside the Emirate of Dubai is around AED 12,500. Add one investor visa and the first-year total typically lands between AED 18,000 and AED 22,000. On the mainland, Dubai's Department of Economy and Tourism publishes no fixed minimum at all; the cost follows your activity code, legal form and workspace.

Is There a Mandatory Minimum Share Capital in the UAE?
This is where founders are most often misled. Article 76 of the 2021 Commercial Companies Law requires a limited liability company to hold capital “sufficient to achieve the object of its incorporation”; it sets no fixed floor, and the Cabinet has never issued one. There is therefore no amount you must freeze in a bank account to register a Dubai mainland company.
Free zones set their own rules:
- Zones with no paid-up capital requirement: authorities such as IFZA and Meydan state in their own publications that no paid-up capital is required.
- Zones with nominal capital: DMCC requires AED 50,000 per company and AED 1,000,000 for a general trading licence. The money is deposited into the company account rather than permanently blocked, and can be used as working capital.

What One Visa Really Adds
The visa is the single biggest swing factor. A typical Dubai free zone build-up with one investor visa looks like this: licence AED 12,500, visa allocation and establishment card AED 1,850, investor residence permit around AED 4,000, medical test and Emirates ID package AED 2,250 — roughly AED 20,600 in total. In DMCC, a two-year residence permit is published at AED 2,972.50.
Multi-Year Licence Discounts
If cash flow allows, paying for several years at once produces a real saving: Meydan publishes up to 15% off multi-year options and Shams up to 20%. For a founder planning a three-year horizon, that beats squeezing the first-year figure.
Minimum Cost on the Dubai Mainland
Dubai's Department of Economy and Tourism does not publish a flat trade licence fee; its own service page states that the fee varies by licence type and activity. A set of verifiable fixed items does exist:

Very low-cost mainland licences such as eTrader and Intelaq are restricted to UAE and GCC nationals; foreign investors cannot use those tariffs. In a visa-free setup the first three steps are usually complete within a week and the entire cash outflow is the licence fee. The visa stage requires entry into the UAE, so flights and accommodation belong in the personal budget for realistic planning.
Hidden Costs That Break the Budget

- Attestation and apostille: powers of attorney, degrees and corporate documents issued abroad need consular legalisation, billed separately.
- Adding activities: most zones charge to add an activity later; Dubai South publishes AED 1,000 per additional activity.
- Statutory audit: zones such as DMCC and JAFZA require an annual audit.
- Employee insurance: the old AED 3,000 bank guarantee for MOHRE-registered staff has been abolished and replaced by workers' protection insurance. The 30-month premium is AED 137.50 for a skilled worker, AED 180 for a low-skilled worker and AED 250 in high-risk establishments.
How Corporate Tax and VAT Affect Your Budget
For a company that starts small, the first-year tax bill is usually zero — but the registration obligations are not.
- Corporate tax: 0% on taxable income up to AED 375,000 and 9% above it.
- Small Business Relief: companies with revenue below AED 3,000,000 may elect the relief, which applies to tax periods ending on or before 31 December 2026. Details in our article on Small Business Relief.
- Qualifying Free Zone Person: QFZP companies pay 0% on qualifying income. Non-qualifying revenue must not exceed 5% of total revenue or AED 5,000,000, whichever is lower. Conditions are set out in our QFZP guide.
- Late registration penalty: AED 10,000 for failing to register for corporate tax on time.
- VAT: the standard rate is 5%. Mandatory registration threshold AED 375,000; voluntary threshold AED 187,500.
- E-invoicing: the federal pilot phase began on 1 July 2026, and taxpayers with annual revenue of AED 50 million or more must appoint an accredited service provider by 30 October 2026.

The most common surprise in a low-budget setup is the second invoice. Promotional prices usually apply to the first year only, while renewal brings the establishment card, visa stamping and accounting services into play.

- Take a flexi desk instead of a physical office. Most free zone packages include flexible workspace in the licence.
- Keep the activity list lean. Unused activity codes raise both the licence fee and the renewal.
- Price the multi-year option. Two- and three-year payments carry published discounts of 15% to 20%.
- Choose the emirate by commercial reality. If your clients are overseas, a Dubai address is optional.
- Complete tax registrations on time. A single AED 10,000 late registration penalty can erase every saving you made at setup.
