What Is a Dubai Freelance License and Who Qualifies?

A freelance license authorises you to trade as an individual without forming a legal entity. It is issued in your own name, which means you cannot take on shareholders, cannot employ staff and cannot operate outside the activities listed on the permit. In return, the set-up cost is markedly lower than that of a free zone company.

The best-known programme in Dubai is GoFreelance, operated by TECOM Group. It covers four activity families: technology, media, education and design. License holders are registered under one of the TECOM communities – Dubai Media City, Dubai Internet City, Dubai Knowledge Park or Dubai Design District (d3).

On the mainland side, the DED Trader license sits in a different category. According to the official UAE government portal, it is available only to UAE and GCC nationals residing in Dubai and it does not allow visa sponsorship. For an international applicant, free zone freelance permits are therefore the practical route.

The most common misconception is that a freelance license automatically grants residency. These are three distinct transactions, each priced separately:

  • Freelance license: the right to work and issue invoices within the listed activities.
  • Establishment card: opens your immigration file and is a prerequisite for any visa application.
  • Residence visa: allows you to live in the UAE legally and to obtain an Emirates ID.

A professional who only needs to invoice from abroad can stop at the license. Anyone who wants an Emirates ID, a local bank account or family sponsorship needs all three stages.

These are official authority tariffs. TECOM states that visa and establishment card fees are subject to change. Health insurance premiums vary by age, cover level and insurer.

Health Insurance Requirement

GoFreelance requires a valid health insurance policy before the visa stage. Dubai operates its own mandatory health insurance regime through the Dubai Health Authority. The basic scheme announced by MOHRE at AED 320 per year applies to the Northern Emirates; Dubai and Abu Dhabi are outside it because both emirates run their own systems. How to Get a Freelance License in Dubai: Step by Step

The process splits into two blocks: licensing and immigration. Licensing is fast – TECOM states that complete applications receive a response within roughly two working days. The immigration side depends on whether you are inside or outside the country when you apply.

Practical Note for Overseas Applicants

The license application can be completed remotely. The medical test and biometric registration required for the visa, however, must be done in person in the UAE. Most applicants therefore plan a single trip that covers all immigration steps. Documents Required and Preparation Checklist

Requirements vary by free zone, but the minimum set common to the official pages is as follows:

  • Colour copy of a passport valid for at least six months
  • Passport-size photograph against a white background
  • Current UAE residence permit and a no-objection certificate from your sponsor, if you already live in the UAE
  • Portfolio, reference letter or degree evidencing professional competence
  • Self-declaration form and the free zone's own application form
  • UAE mobile number and valid health insurance, at the visa stage

Where a degree is submitted, an attestation chain may be needed for the document to be recognised by UAE authorities. Free zones reserve the right to request additional documents at the time the license is issued.

Renewal, Activity Changes and Cancellation

Freelance licenses are issued annually and must be renewed before expiry. In most free zones renewal costs are close to the first-year fee; at DMCC, renewal follows a tiered tariff in which the second and third tiers rise substantially. Budgeting on the first-year figure alone produces an unwelcome surprise in year two.

Adding a new activity requires an amendment application, which is charged separately and may need prior approval from a relevant ministry. If you decide to close the license, sequence matters: the residence visa is cancelled first, then the establishment card, and the license last. Skipping that order leaves the immigration file open and creates obstacles for future applications.

What a License Holder Can and Cannot Do

  • Permitted: invoicing clients inside and outside the UAE, working with several clients at once, working remotely, and applying for family sponsorship once the criteria are met
  • Not permitted: employing staff, taking on partners, trading outside the licensed activities, or operating a physical shop or showroom

Tax for Freelancers: Corporate Tax and VAT

The UAE tax landscape changed substantially from 2023. Two separate thresholds and two separate taxes matter to freelancers.

9% Corporate Tax and the AED 1,000,000 Threshold

Under Federal Decree-Law No. 47 of 2022 the corporate tax rate is 0% on taxable income up to AED 375,000 and 9% above that. For individuals, Cabinet Decision No. 49 of 2023 is decisive: a natural person is subject to corporate tax only where total turnover from business activities exceeds AED 1,000,000, and no registration obligation arises below that line. Wage income, personal investment income and real estate investment income are excluded from the calculation.

Failure to register by 31 March of the year following the year in which the threshold is exceeded attracts an administrative penalty of AED 10,000. The return and payment fall due within nine months of the end of the tax period. For a fuller treatment see how corporate tax is applied in Dubai.

Small Business Relief

Ministerial Decision No. 73 of 2023 allows taxable persons with revenue of AED 3,000,000 or less to elect to be treated as having no taxable income. Natural persons are eligible, and the relief applies to tax periods ending on or before 31 December 2026; no extension beyond that date has been published. 5% VAT and Registration Thresholds

The standard rate of value added tax, in force since 2018, is 5%. Registration is mandatory once taxable supplies and imports exceed AED 375,000 and voluntary above AED 187,500. The VAT threshold is independent of the corporate tax threshold: a freelancer turning over AED 400,000 must register for VAT while remaining outside the scope of corporate tax.

A Note on Tax Residency

Holding a UAE license does not by itself end tax obligations in your home country. Residency tests, double taxation treaties and exit rules differ from one jurisdiction to another, and the assessment is personal. Green Visa and the Path to a Golden Visa

The Green Visa is a five-year, self-sponsored residence category designed for self-employed professionals. Under the published ICP and GDRFA Dubai criteria, the applicant's annual income from self-employment must have been no less than AED 360,000 in each of the two preceding years, or financial solvency must be demonstrated. A bachelor's degree or an equivalent specialised diploma is also required, along with a self-employment permit issued by MOHRE.

GDRFA Dubai publishes the line-item fees as AED 200 for the residence permit, AED 20 in total for the knowledge and innovation dirhams, AED 500 processing where the application is made from inside the country and AED 20 for delivery, with a stated processing time of 48 hours.

The Golden Visa is a separate programme aimed at investors, entrepreneurs, exceptional talent and specific specialist fields; "freelancer" is not a Golden Visa category in its own right. Why Applications Get Rejected

  • The chosen activity code does not match the work actually performed
  • Portfolio or professional evidence falls short of the required standard
  • Applicants already employed in the UAE fail to provide a sponsor's no-objection certificate
  • Passport validity is under six months
  • The health insurance policy is not valid in the UAE
  • The medical fitness result is unfavourable
  • A previous visa record was not cancelled correctly

Most of these can be resolved before submission; reapplying after a rejection costs both time and fees.
