Nationals of visa-exempt countries may stay in Albania for 90 days within any 180-day period. Anything beyond that threshold — running a business, taking a job, studying, joining family or settling on the coast — requires a residence permit. Law No. 79/2021 “On Foreigners” sets the framework, the Border and Migration Police assess the files, and every application opens on the e-Albania portal.
Six routes dominate in practice. The one you choose shapes not only the first year but whether the five-year clock toward permanent status keeps running without interruption.

Under the procedure published by the Ministry of Interior, citizens of the United States, the European Union and Kosovo may receive a five-year permit on their first application. Other nationalities begin with a one-year permit and extend it through renewals.
Albania Residence Permit Requirements and Documents
The Border and Migration Police review files in two layers: the paperwork every applicant must file, and the extra evidence tied to the chosen route. Most refusals come from formatting rather than eligibility — a criminal record certificate without an apostille, or a lease that was never notarised, sets the file back by weeks.
Documents Required for Every Application
- Passport valid for at least six months beyond the permit term, with copies of the pages carrying the entry stamp
- Biometric photograph measuring 47 x 36 mm, taken within the previous six months
- Proof of accommodation meeting Albanian standards: a title deed or a notarised lease of at least twelve months
- Criminal record certificate from the country of origin, apostilled and translated into Albanian by a sworn translator
- Health insurance policy valid in Albania
- Evidence of means of support: bank statements, payslips, pension records or company financial statements
- Application form completed and signed through the e-Albania portal
Additional Evidence by Route
- Company owners: National Business Centre (QKB) extract, registration certificate showing the shareholding structure, tax registration record
- Employees: employment contract with the Albanian employer and the employer social security declaration
- Remote workers: contract with the foreign employer or freelance agreements, plus twelve months of bank statements
- Property owners: current title record issued by the State Cadastre Agency
- Family reunification: apostilled marriage or birth certificate, the sponsor residence card and income declaration
- Students: acceptance letter from the higher education institution and proof that tuition has been paid
Every foreign-language document needs a sworn translation and notarisation. Because the criminal record certificate must be no older than six months on the day of filing, it pays to schedule document collection backwards from the intended application date.
How to Apply Through the e-Albania Portal
Since 2020 every application opens on the state portal e-Albania. The process starts fully online and requires a single in-person appointment for biometric capture.
- Enter the country legally. If you are not visa-exempt, obtain an e-Visa or a Type D visa first. A permit application can only be filed while your presence in Albania is lawful.
- Create an e-Albania account. Passport details and a verifiable email address are enough to register.
- Select the correct service form. Residence permits and unique permits run through separate forms; a mismatch means an outright rejection.
- Upload the documents. High-resolution photographs of the originals cause fewer file-size and legibility errors than scanned PDFs.
- Collect the provisional permit. Once the application is accepted, the Ministry of Interior issues an electronic provisional document within five days.
- Submit the original file. The originals must reach the regional directorate within 30 days of the approval notice.
- Receive the biometric card. Fingerprints and a photograph are taken within two weeks of notification, and the card is issued.

The application must be opened within 30 days of entry. For renewals, filing at least 60 days before expiry is what keeps applicants from falling into a status gap.
Fees, Validity and the Realistic Timeline
Fees follow the Ministry of Interior tariff and are collected in Albanian lek (ALL). The figures below come from the ministry procedure currently in force; confirm the tariff on the e-Albania service page at the moment of filing.

Counting document preparation, a realistic end-to-end timeline runs from eight to sixteen weeks. Most of that time is spent not in Albania but at home, waiting for a criminal record certificate and its apostille.
Residency Through Company Formation
The route foreign investors use most often is to register a limited liability company (SHPK) and apply for a unique permit through it. Registration at the National Business Centre takes a few working days, the minimum capital requirement is nominal, and full foreign ownership is permitted.
Speed is not the only attraction. From the moment you start paying social security contributions as a company owner, the five-year clock toward permanent residence begins to run, and the company itself makes bank account opening and property acquisition considerably easier. Residency Through Property Investment
Buying property in Albania does not by itself create a right of residence. It does, however, strengthen a Type B application, because a title deed satisfies the accommodation requirement permanently and supports the financial-means test. A current record from the State Cadastre Agency replaces the lease and removes the need to produce a fresh contract at every renewal.
Foreign nationals may acquire residential and commercial real estate, with agricultural land the main exception. Central Tirana and the coastal corridor through Durres, Vlore and Sarande stand out for square-metre prices well below the European average. The Unique Permit for Remote Workers
Professionals whose income comes from an employer or client base outside Albania can apply for a unique permit, a single document granting both work and residence rights. It is valid for one year and can be renewed five times in a row. Applications call for the remote-work contract, twelve months of bank statements and a declaration of regular income.

Permanent Residence (Type C) and the Path to Citizenship
Law No. 79/2021 divides residence permits into three main categories. Type A covers short, non-renewable stays; Type B covers renewable fixed-term permits; Type C denotes indefinite residence. A separate Type S applies to seasonal workers.
The core condition for Type C is five continuous years of lawful residence. Across that period the authorities expect permits renewed without gaps, tax and social security obligations met on schedule, and a sustained connection to the country through work, property or family. Holders of permanent status may stay outside Albania for up to twelve consecutive months; fixed-term permits tolerate only six.
Citizenship follows separate legislation and is not an automatic continuation of permanent residence. As a rule it requires seven years of lawful residence, Albanian language proficiency, stable income and a clean criminal record; marriage to an Albanian citizen shortens the term. A Liberal Foreign Investment Regime
The law “On Foreign Investment” permits 100% foreign ownership of companies and draws no distinction between domestic and foreign investors. In the technology and economic development zones established in Tirana and other cities, property tax and property transfer tax are waived for five years. Competitive Tax Rates
The standard corporate income tax rate is 15%. Businesses with annual turnover up to ALL 14,000,000 benefit from a 0% rate until 31 December 2029; once the threshold is crossed, the full 15% applies to the entire profit. Agricultural cooperation companies and certified agritourism operators pay a reduced 5%. VAT stands at 20% with a registration threshold of ALL 10,000,000 in annual turnover, and dividend withholding tax is 8%.
EU Candidacy and a Moving Legal Framework
Albania is a candidate country conducting accession negotiations with the European Union. Alignment is gradually pulling migration rules, work permits and company law towards EU standards. Eight Mistakes That Delay Applications
- Submitting a short-term booking as proof of accommodation instead of a notarised lease of at least twelve months or a title deed.
- Obtaining the criminal record certificate too early and filing once it has passed its six-month validity.
- Skipping the apostille, or using an unofficial translation in place of a sworn one.
- Leaving the source of income vague; salary, freelance earnings and passive income each need separate evidence.
- Presenting travel insurance that is not valid in Albania in place of a health insurance policy.
- Leaving the renewal to the last moment; applicants who file later than 60 days before expiry risk a status gap.
