The government fee for a two-year Dubai residence permit is AED 740. What shapes the real budget is the medical test, Emirates ID, insurance and sponsor structure around it. A line-by-line cost breakdown based on GDRFA, ICP and DLD tariffs.

The part of a Dubai residence visa that actually goes to the government is smaller than most people expect. In GDRFA Dubai's published service card for private-sector residence permits, the total fee for a two-year permit is AED 740. What inflates a budget is not the fee itself but everything required around it: the medical fitness test, the Emirates ID, health insurance, the entry permit, document attestation, and either a free zone licence or a title-deed procedure.

Every figure below comes from the service cards published by GDRFA, ICP, MOHRE, DLD and the Ministry of Finance. The dirham is pegged to the US dollar (USD 1=AED 3.6725), so these amounts do not drift with currency movements — they change only when the issuing authority revises its tariff.

How Much Does a Dubai Residence Visa Cost? Budget Summary

A single number would be misleading, because the total depends on the route you take into residency. The table below gives a realistic first-year range per person. The government fee column is the official tariff; the typical total also reflects typing centre charges, insurance and service fees.

Residency routeValidityGovernment fee (AED)Typical total (AED)
Free zone or mainland employee2 years7404,500 – 7,000
Shareholder / investor (free zone)2 years74015,000 – 25,000 incl. licence
Property owner (DLD Taskeen)2 years74010,212 (DLD package)
Golden Visa (investor)10 years1,64010,000 – 14,000
Retirement residency5 years7402,855 (GDRFA package + ID)
Virtual work residency1 year7402,500 – 4,000
Family member (spouse / child)2 years7403,500 – 6,500

Free zone figures look high because the licence and establishment card are paid alongside the visa. Isolate the residence permit line alone and the gap closes.

Government Fees: The Official GDRFA and ICP Tariff

Two authorities handle residency in Dubai. Applications inside the emirate run through GDRFA Dubai, while federal identity services and several visa categories sit with ICP. The fee structure is built from fixed line items rather than a sliding scale by duration.

What Makes Up the Residence Permit Fee

ItemAmount (AED)Note
Residence permit base fee200Private-sector residence card
Knowledge Dirham10Fixed on every transaction
Innovation Dirham10Fixed on every transaction
In-country processing fee500If applying from inside the UAE
Delivery20Card delivery
Total (2 years)740+AED 100 for each year beyond two

For the Golden Visa the base fee rises to AED 1,100 and the ten-year permit totals AED 1,640. A ten-year permit therefore costs roughly twice the fee of a two-year one, which means the annual cost falls sharply as the validity period lengthens.

Emirates ID Fees

ICP prices the residency card at AED 100 per year. That works out to AED 200 over a two-year permit and AED 500 over five years. Urgent service costs AED 150 and the smart service charge is AED 100. Free zones add their own typing fee on top: in DMCC's 2026 tariff, Emirates ID typing for a two-year permit is AED 451.40.

Medical Fitness Test Costs

No residence permit is issued without the mandatory medical fitness test. In Dubai the tariff varies by turnaround speed.

ServiceTurnaroundAmount (AED)
Normal24 working hours250
Express6 working hours700
VIP2 working hours1,020
Domestic worker (normal)24 working hours300
Note: These figures follow the published DHA medical fitness centre catalogue. Tests routed through a free zone can differ; DMCC's 2026 list places fast-track screening in the AED 770–800 range. Confirm the current tariff with the centre before booking.

Entry Permits and the Myth of a Stamping Fee

An employment entry permit carries a base fee of AED 200 plus 5% VAT, with AED 10 Knowledge and AED 10 Innovation Dirham added; if the application is filed from inside the UAE, the AED 500 in-country fee applies as well. The permit is valid for 60 days. For a real estate investor entry permit, the ICP tariff is AED 300 (AED 100 application, AED 100 issuance, AED 100 smart service).

Because physical passport stamping has been discontinued, there is no separate stamping fee. Amounts quoted under that name in the market are typing centre and agency service charges, not government fees.

Dubai Residence Visa Fees by Category

The fee may be identical, but eligibility rules differ by category and those rules drive the total. Working out which category you fall into is the first step in any budget. A fuller comparison sits in Dubai visa types and requirements.

CategoryValidityCore requirement
Employment residency2 yearsEmployment contract with a sponsoring company
Golden Visa – investor10 yearsAED 2,000,000 in property, public investment or deposits
Golden Visa – tax contribution10 yearsAED 250,000 annual tax contribution
Green Visa – skilled worker5 yearsMinimum AED 15,000 monthly salary + bachelor degree
Green Visa – freelancer5 yearsMinimum AED 360,000 annual income + MOHRE freelance permit
Property owner residency2 yearsCompleted, habitable property + AED 10,000 monthly income
Retirement residency5 yearsAge 55, 15 years of work; AED 1M property + AED 1M deposit, or AED 240,000 annual income
Virtual work residency1 yearUSD 3,500 monthly income + overseas employment

One misconception persists: that an AED 750,000 property threshold still applies. It does not appear in the current GDRFA or ICP service cards. The figure that governs the ten-year Golden Visa is AED 2 million, and lower-value properties fall under the Dubai Land Department's two-year investor residency instead.

The document list and workflow for employment residency are set out on the Dubai work and residence visa page.

Cost of Getting Residency Through a Company

Most founder applications follow this path: incorporate in a free zone or on the mainland, assign a visa quota to the entity, then draw the shareholder's own residency from that quota. Here the visa fee is a small share of the total; the licence and establishment card are the real line items.

ItemAmount (AED)Frequency
Free zone licence12,000 – 20,000Annual
Establishment card (DMCC example)1,805Annual
Visa quota – service fee per visa500Per request
Visa quota – application fee250Per request, non-refundable
Employment visa, 2 years (from outside)2,972.50Every two years
Employment visa, 2 years (in-country, with status change)4,220Every two years
Emirates ID typing, 2 years451.40Every two years

On the mainland the establishment card is issued by GDRFA: AED 200 base plus 5% VAT, AED 10 Knowledge, AED 10 Innovation, an AED 50 service charge and AED 100 for urgent handling. Failing to renew the card triggers AED 100 per month. Structure choice and quota allocation are covered on the Dubai company formation page.

Where the money goes: six payment points on the way to residency
1
Sponsor structure — AED 0 or AED 12,000+
If an employer sponsors you, this step costs you nothing. If you form your own company, the licence and establishment card are paid here.
2
Entry permit — AED 220 + VAT (AED 500 more if inside the UAE)
A 60-day electronic permit. Applying from outside the country avoids the in-country fee entirely.
3
Medical fitness test — AED 250 / 700 / 1,020
Speed is purely a budget decision. The outcome is identical; only the waiting time changes.
4
Health insurance — from AED 320 per year
A precondition for issuance. The basic scheme in the northern emirates is AED 320; comprehensive Dubai plans start above AED 1,100.
5
Residence permit fee — AED 740 (Golden: AED 1,640)
This is the only amount the state collects directly, and it rarely exceeds 15% of the total.
6
Emirates ID — AED 100 per year plus typing
Without the card there is no bank account, tenancy contract or mobile line. The process closes here.
Budgeting rule: Government fees are fixed and predictable. What makes a total unpredictable are the choices made at steps 1 and 4.

Property Residency: The AED 2 Million Threshold and Its Alternative

Two distinct routes exist here and they are routinely confused with one another.

The ten-year Golden Visa requires a property worth at least AED 2 million, held in full ownership, together with valid health insurance. Total fees come to AED 1,640. The full eligibility list appears on the Dubai Golden Visa page.

The two-year DLD investor residency looks at the nature of the property rather than a value threshold. The Dubai Land Department states that an owner may apply regardless of property value; in joint ownership the applicant's share must be at least AED 400,000. GDRFA adds a monthly income requirement of at least AED 10,000 or proof of financial means, and excludes owners of vacant land.

DLD Taskeen itemAmount (AED)
Investor residency (2 years)10,212.50
Family residency (2 years)6,482.25 – 7,382.25
Parent residency (1 year)8,882.25
Opening a sponsorship file318.75

Processing takes 7–10 working days. These are package prices that bundle government fees, typing and service charges together.

Family Sponsorship Costs and the Salary Requirement

A resident may sponsor a spouse, unmarried daughters and sons under 25. The federal income requirement is AED 4,000, or AED 3,000 where the employer provides accommodation. The fee structure is identical for each family member; what varies is the insurance premium and the per-person insurance deposit.

Parent sponsorship is a separate category and is usually issued for one year; through the DLD route the package price is AED 8,882.25. School registration, insurance coverage and staggered ID renewal dates each deserve their own budget line.

Cost Items Most Budgets Leave Out

Some amounts never appear on a price list yet are paid by almost every applicant.

Seven line items the price lists omit
•
Translation, notarisation and attestation
Degrees, police clearance certificates and marriage documents must be legalised in the country of origin and sworn-translated.
•
Status change without leaving the country
Converting from visit status inside the UAE carries a premium; in DMCC's tariff the gap is AED 4,220 versus AED 2,972.50.
•
Insurance deposit
Paid separately for every sponsored family member and not released until the file is closed.
•
Ejari and tenancy registration
Family sponsorship requires a registered tenancy contract, and registration carries its own fee.
•
Typing centre charges
Not included in the government fee, and repeated in small amounts at every stage.
•
Minimum bank balance
Not a cost as such, but a blocked amount that shapes cash flow during the first months.
•
The cost of a failed application
If the medical or security screening returns a negative result, fees already paid are not refunded.
A practical rule: add 30–40% on top of the government fees and the first-year total lands close to reality.

Renewal, Grace Periods and Overstay Fines

Renewing before expiry creates no new fee category; the same AED 740 structure repeats. The medical test and health insurance, however, are paid again at every renewal.

Grace periods differ by category. Sponsored staff have 30 days to leave the country after a permit is cancelled, while GDRFA service cards specify 60 days for property owner and retirement permits. There is no single federal grace period covering all visas.

SituationAmount / period
Overstay fineAED 50 per day (single rate)
Misuse of smart servicesAED 2,000
Failure to renew establishment cardAED 100 per month
Employing staff without sponsorshipAED 50,000
Grace period – sponsored staff30 days
Grace period – property owner / retiree60 days
Update: The distinction between tourist, visit and residence overstays has been removed. ICP's service card applies a single rate of AED 50 per day. The older tiered tariffs of AED 25, 35 or 100 per day are no longer in force.

Time spent outside the UAE matters too. A residence permit can lapse after more than six continuous months abroad. Long-term categories are treated more flexibly, so anyone planning extended absences should confirm the rule for their own category with GDRFA before applying.

Residency, Tax Status and Corporate Tax

Holding a UAE residence permit does not by itself end tax obligations in your home country. Tax residency is assessed on factors such as days physically present and the centre of vital interests, and any applicable double taxation treaty governs how competing claims are resolved. Nationals of countries with worldwide taxation or exit-tax regimes should model this before, not after, relocating.

On the UAE side there is no personal income tax. Corporate tax has applied since financial years beginning on or after 1 June 2023: 0% on taxable income up to AED 375,000 and 9% above that threshold. Free zone entities are assessed separately against qualifying-income conditions. Filing obligations and compliance calendars are covered under Dubai tax consultancy.

Application Steps and Payment Timeline

Knowing which week each payment falls due makes cash flow far easier to plan.

StageTypical durationPaid at this stage
Document preparation and attestation1–3 weeksTranslation, notary, legalisation
Company setup / sponsor registration3–10 working daysLicence, establishment card, visa quota
Entry permit2–5 working daysAED 220 + VAT (+AED 500 in-country)
Medical fitness test2 hours – 24 working hoursAED 250 – 1,020
Insurance policy1–3 daysFrom AED 320
Residence permit and Emirates ID3–7 working daysAED 740 + ID and typing fees

GDRFA states a 48-hour processing time for virtual work residency, and the DLD investor route runs 7–10 working days. What stretches a timeline is almost always a missing document rather than the authorities' own processing speed.

Residence Visa vs. Tourist Visa: The Real Difference

Search results blur the two constantly, yet they diverge completely on cost, duration and rights.

CriterionTourist / visit visaResidence permit

Family sponsorshipNot availableAvailable subject to income

The entry permit is a third concept again: a 60-day electronic pre-approval that bridges the gap into residency. It is not residency itself, but no permit is issued without it.

Decisions That Lower the Total Cost

What determines the final figure is not the tariff but a handful of choices made along the way.

  • Obtain the entry permit while outside the UAE. This avoids both the AED 500 in-country fee and the status change premium.
  • Choose standard rather than express medical screening. The difference is AED 770 for an identical result.
  • Pick the longest validity you qualify for. A ten-year Golden Visa costs only twice the fee of a two-year permit, cutting the annual cost to a fifth.
  • Assemble documents in one pass. Fees paid on an application that fails for missing paperwork are not refunded.
  • Match the insurance plan to the category. The gap between mandatory minimum cover and a comprehensive plan can run into thousands of dirhams a year.
