The overwhelming majority of foreign investors choose the limited liability company (WLL). It can be formed with a single shareholder, takes a maximum of 50, and carries no minimum capital requirement. In return, an LLC may not offer shares to the public, and banking, insurance and the management of funds on behalf of third parties are closed to this form. Ten per cent of annual profit is set aside until the legal reserve reaches half of the share capital.

A branch of a foreign company is governed by Article 5 of Law No. 1 of 2019: it requires a contract signed with a ministry, a government body or a company in which the State participates. Registration must be completed before the contract is signed, and the permission lasts only for the duration of the project. Branches pay 10% corporate income tax on Qatar-sourced profit and fall under the contract retention regime.

A representative trade office may be wholly foreign owned under Ministerial Decision No. 396 of 2017. It handles promotion, market research and liaison, and can employ staff and sponsor visas in its own name, but it may not sell, sign contracts or issue invoices.

Commercial agency is closed to foreign capital: the agent must be wholly owned by Qatari nationals. Because a registered agency is treated as exclusive, entitles the agent to commission on all sales in the territory, and triggers compensation on termination without justifiable cause, establishing your own company is usually a more controlled route to market than appointing an agent.
